Does your PS4 show the white light continously but it wont start up yet? That’s called White Light Of Death or WOLD. It means that your PS4 is broken. White Light Of Death mostly caused by HDMI port, like a bad HDMI port or faulty on HDMI IC chip. Also it can caused by electrical storm.

First thing you can do is check your HDMI cable, is it plugged correctly or not. If the cable is plugged in correctly and still can't turn on, try to wiggling your HDMI cable or remove the cable and inserting back into your PS4. That will restart your PS4.
Another thing you can do is check your HDMI port. It could be that when we try to attach the cable to the port can causes damaging the pins on HDMI port.
If everything doesn’t help, maybe your HDMI cable itself is faulty. One other thing that might work is get new HDMI cable or use another cable that you know for sure is working properly.
